The problem of the Demoting admins issue

hope you all doing fine !
now adays, and among my staying in mig33, i have heared and still hearing many many admins has been demoted "i dunno the exact number of demoted admins but i think so huge"
I wondered about that. cause for example after the new selection of new admins. About 6 or 7 admins has been demoted ! The number of admins has been decreased once again. And as a result ( less peaceful rooms are available again)
And as it is obviouse there's a big problem and error in the selection of admins and choosing them Cause honestly as i see many of admins whom been selected, they got demoted for any kind of problem after a while. And the job of admin to protect, not to get his power and after a while lose it !
My question is :how to over come this problem. Cause for example whether Bangladish or arab, rooms semi lackin of their own peace due to this demoting issue of their own admins.and they have disappeared from whether those rooms or the other rooms which they used to protect .
